Aquavora currently operates primarily in Minnesota. The information on this page is provided as a general reference for Minnesota waters and is accurate to the best of our knowledge at the time of publishing.
Laws change. Regulations vary by state, water body, and vessel type. You — the renter or owner — are solely responsible for verifying your legal obligations and maintaining compliance with all applicable federal, state, and local regulations before operating any watercraft.
As Aquavora expands beyond Minnesota, we cannot guarantee that jurisdiction-specific content will be available for every region. Regardless of where you are operating, you are responsible for understanding and complying with the laws that apply to you. This mirrors our approach to tax compliance — we facilitate transactions, but regulatory and tax obligations are yours to manage.
Two Types of Boating on Aquavora
The licensing requirements you need depend entirely on the type of rental you are involved in. There are two distinct situations:
Renter-Operated
The renter operates the vessel themselves. Renters must hold a valid boating certification before getting behind the controls.
Captain-Operated
A licensed captain (the owner or a hired captain) operates the vessel. The captain must hold appropriate professional credentials under Minnesota or federal law.

What Minnesota Requires
Minnesota law requires anyone operating a motorized watercraft or personal watercraft (PWC) on state waters to hold a valid Watercraft Operator's Permit — unless they fall outside the current phase-in age threshold. For rental operators specifically, a valid permit is required regardless of age or birth year.

Important: This table applies to general operation. For rental operators, a valid permit is required regardless of age or birth year. Always verify current requirements directly with the Minnesota DNR.

For Boat Owners Offering Renter-Operated Listings
If you list your boat as renter-operated, you are responsible for informing renters of applicable requirements and taking reasonable steps to confirm renters are legally authorized to operate your vessel. Minnesota law requires a formal rental agreement on file that includes, at minimum, the renter's name, the boat's license number, and date/time of possession. Aquavora's booking system does not satisfy this rental record requirement on its own — maintaining proper documentation is the owner's responsibility.

What Minnesota Requires for Captains
When a boat owner or hired captain operates the vessel as part of a paid rental — carrying passengers for hire — the operation is classified as a commercial charter under Minnesota law. This triggers a separate set of requirements that go beyond a standard boating permit.
Two Paths to Captain Credentials
Minnesota Boat Master License (State Waters)
Issued by the Minnesota Department of Labor and Industry (DLI). Required for vessels carrying passengers for hire on Minnesota's inland waters. Involves supervised training hours, an exam, and renewal every two years.

Holders of a valid USCG Charter Boat Captain's license are considered licensed to carry passengers for hire in Minnesota and are exempt from the state Boat Master license requirement. The USCG license is also required for operations on federally navigable waters (e.g., Lake Superior, the Mississippi River, the St. Croix River).
Vessel Requirements for Boats Carrying 6+ Passengers
If your captained boat carries more than six passengers for hire, it is classified as a boat-for-hire under Minnesota law and is subject to additional requirements, including an annual safety inspection and a commercial operating permit issued by MN DLI. For full details, contact MN DLI directly.
MN DLI: Requirements for Operating Boats-for-HireLake Minnetonka — Additional LMCD Requirements
Lake Minnetonka is governed by the Lake Minnetonka Conservation District (LMCD), a local regulatory body that operates independently of the MN DNR. On August 28, 2024, the LMCD Board passed an ordinance establishing new Rental Watercraft Licensing requirements that took effect on January 1, 2025. These requirements are in addition to — not a replacement for — Minnesota state law. If you are listing or renting a boat on Lake Minnetonka, both sets of rules apply to you.
Inspection & LMCD Sticker — Required for All Rental Watercraft
Every watercraft rented on Lake Minnetonka — regardless of size or passenger capacity — must be inspected by Hennepin County Water Patrol (HCWP) before any rental takes place.
Get a MN DNR Lake Service Provider Permit first
This is a prerequisite — HCWP will not conduct an inspection without it.
Submit the LMCD Rental Watercraft Inspection Permission Form to HCWP
One form covers all your vessels. Submit it before the inspection appointment.
Pass the HCWP inspection — receive both stickers
HCWP places their sticker on the vessel. You then receive the official LMCD Rental Watercraft Sticker. Both must be displayed before any rental.
Renew annually
Inspections and stickers expire at the end of each calendar year. A new inspection is required every year before renting.
LMCD Rental Watercraft License
In addition to the inspection, watercraft classified as "restricted" under the LMCD Code must obtain an LMCD Rental Watercraft License before renting. The fee is $25.00 per watercraft, a separate application is required for each individual vessel, and the license must be renewed each year alongside the annual inspection.
Six-Passenger Exemption
Watercraft carrying six or fewer passengers per trip are exempt from the LMCD Rental Watercraft License requirement. The HCWP inspection and LMCD sticker are still required for these vessels — the exemption covers the $25 license only, not the inspection process. If you are unsure whether your vessel or a particular trip qualifies, contact the LMCD directly to confirm.
Commercial Liability Insurance
The LMCD ordinance requires commercial liability insurance for all rental watercraft on Lake Minnetonka. Standard personal watercraft insurance typically does not cover commercial rental activity. Owners should consult an insurer experienced in marine coverage before listing.
Renter Signature Records
Owners must maintain a signature record of all renters as required by the LMCD ordinance. This includes each renter's name, permit or certificate information, and date of rental. These records may be requested during an inspection or following an incident on the water.
Renter Requirements on Lake Minnetonka
The LMCD ordinance confirms that all renters on Lake Minnetonka must be 18 years of age or older and hold a Minnesota Watercraft Operator's Permit, a Minnesota Watercraft Rental Course Certificate (valid 180 days), or qualify as an exempt operator — consistent with Minnesota state law. Owners are responsible for verifying renter credentials before each rental.

Making a booking or listing a boat does not certify or guarantee legal compliance on either party's part.
